Les rapports sur le bombardement d’un marché dans le village d’Edaga Selus près de Togoga dans le district de Dogua Tembien de la région du Tigré le 22 juin sont extrêmement inquiétants. Il s’agit d’une nouvelle attaque qui vient s’ajouter à l’effroyable série de violations du droit humanitaire international et des droits de l’homme, d’atrocités et de violences ethniques, auxquelles s’ajoutent de graves allégations d’utilisation de la famine et de violences sexuelles comme armes de conflit.

L’UE condamne fermement le fait que des civils soient délibérément pris pour cible. Cela n’est justifiable en aucun cas et va à l’encontre du droit international humanitaire. Ces atrocités ne peuvent être justifiées par l’argument de la préservation de l’intégrité territoriale de l’Éthiopie.

S’il est confirmé, le blocage des ambulances qui voulaient fournir une assistance médicale aux blessés après le bombardement est inacceptable. Une telle pratique constitue une grave violation de la Convention de Genève et du droit international humanitaire.

Nous réitérons l’appel urgent à un cessez-le-feu immédiat au Tigré et à un accès sans restriction des humanitaires à toutes les personnes touchées par le conflit dans la région.

Ce qui se passe au Tigré est effroyable. Il est temps que la communauté internationale se réveille et agisse. Le haut représentant a inscrit l’Éthiopie à l’ordre du jour du prochain Conseil des affaires étrangères, en juillet, afin de discuter avec les États membres des mesures à prendre par l’UE en réponse à cette situation.

Les États-Unis sont très préoccupés par les informations selon lesquelles des dizaines de civils auraient été tués ou blessés lors du bombardement d’un marché de village dans le Nord du Tigré le 22 juin. Nous condamnons fermement cet acte répréhensible.
Des rapports crédibles annoncent que les forces de sécurité ont refusé au personnel médical l’accès aux victimes de cette terrible attaque. Priver les victimes de soins médicaux dont elles ont besoin de toute urgence est odieux et absolument inacceptable. Nous demandons instamment aux autorités éthiopiennes de garantir immédiatement un accès médical complet et sans entrave aux victimes.
Nous demandons également une enquête urgente et indépendante, ainsi que des mesures correctives, afin que les responsables de cette attaque rendent des comptes. Les États-Unis demandent à nouveau un cessez-le-feu immédiat au Tigré, un accès humanitaire sans entrave et la protection des civils.

The reports on the bombing of a market place in the village of Edaga Selus near Togoga in the Dogua Tembien District of the Tigray Region on 22 June are extremely worrying. This is yet another attack adding up to the horrific series of International Humanitarian Law and human rights violations, atrocities, ethnic violence, combined with serious allegations of use of starvation and sexual violence as weapons of conflict.

The EU strongly condemns the deliberate targeting of civilians. This is not justifiable in any terms and goes against International Humanitarian Law. Those atrocities cannot be justified by using the preservation of the territorial integrity of Ethiopia as an argument.

If confirmed, the blocking of ambulances trying to provide medical assistance to the wounded after the bombardment is unacceptable. Such practice constitutes a grave violation of the Geneva Convention and of International Humanitarian Law.

We re-iterate the urgent call for an immediate ceasefire in Tigray and for unrestricted humanitarian access to all those affected by the conflict in the region.

What is happening in Tigray is appalling. It is time for the international community to wake up and take action. The High Representative has put Ethiopia on the agenda of the next Foreign Affairs Council in July to discuss with Member States EU actions in response.

The United States is gravely concerned by reports that dozens of civilians were killed or injured during a bombing of a village market in northern Tigray on June 22. We strongly condemn this reprehensible act. There are also credible reports that security forces denied medical personnel access to the victims of this terrible attack. Denying victims urgently needed medical care is heinous and absolutely unacceptable. We urge the Ethiopian authorities to ensure full and unhindered medical access to the victims immediately. We also call for an urgent and independent investigation, as well as remedial action, to hold those responsible for this attack accountable. The United States again urges an immediate ceasefire in Tigray, unhindered humanitarian access, and protection for civilians.
